Introduction to the DoD’s New Pet Reimbursement Policy for PCS Moves

The Department of Defense created this new pet reimbursement policy for PCS moves in 2023. To get reimbursed, you must fill out a Travel Voucher Form DD Form 1351-2.

We’ll outline how much you can get for military-related pet travel reimbursements, how to submit your pet travel PCS form, and where to submit your military pet reimbursement form.

How Much is the Pet Transportation Allowance?

The amounts for pet reimbursement vary by location of your current military base and your destination.

  • Up to $550 in reimbursement if you travel within the continental United States (CONUS)
  • You are allowed up to $2,000 for international travel (OCONUS)

How to Submit a Pet Travel PCS Form

  • For each travel order, you’re required to fill out a form with specific characteristics.
  • There are several descriptions to outline on each form.
  • You also have to attach supporting documentation.
  • If you don't attach the correct supporting documentation, the processing will be delayed.
  • Have all signatures and dates listed in your form.

Where to Submit Your Military Pet Reimbursement Form

There are various locations where you can submit your military pet reimbursement form. It all depends on your military rank and other positions within the Department of Defense.

  • Smart Voucher: Individuals that have PCS travel orders and civilians that are submitting a Relocation Income Tax Allowance (RITA) may use Smart Voucher.
  • Defense Travel System: Army AD, reserve and National Guard on temporary duty (TDY) may use the defense travel system. There is an exception if the assignment was in a combat zone or qualified hazardous duty area.

Ways to Complete Form DD 1351-2

Below are three methods to make it easy for you to get reimbursement after your military travel. Each method will depend on where you’re going or what type of travel voucher was created for you.

  • Smart Voucher: This mechanism is an easy way to complete your travel voucher. It gives you a step-by-step outline with questions to complete the form. It automatically ensures that you fill out all required fields and have the supporting documents to provide with the form.
  • Defense Travel System (DTS): This travel voucher option is done if your travel authorization was created within DTS. This online system allows you to create authorizations, book reservations, generate payment vouchers, receive approval and more. You can also submit documents, and have them processed and approved through DTS.
  • Manually Complete TDY Travel Voucher: There are instructions on the travel voucher reimbursement page to ensure that you don't make mistakes when filling out the travel voucher form. This form also makes you aware of how much you will get reimbursed for all expenses.

Before You Get Started Filling Out Your Military Pet Travel Reimbursement Form

Before you fill out the form, there are a few things you should understand. The DD Form 1351-2 is a run-of-the-mill form that you submit after your TDY travel — it’s not specifically for pet transportation.

The form records all of your travel itineraries and claims expenses during this government or military travel. You should make sure before you get started, that you know the following:

  • You’re using the May 2011 version of the form
  • All fields are filled out completely unless noted.
  • You have verified or set up your EFT account information before filling out the form.
  • If you have any orders or any amendments, submit them with the travel voucher.
  • All locations need to appear on the form in order for the final pay to be issued.
  • For those submitting more than one TDY claim, print and insert a separator page between each claim.
  • Make sure to sign and date everything!

Instructions for Filling Out Form DD 1351-2 On Your Own

The instructions for filling out form DD 1351-2 are quite straightforward. Here are some easy steps to take when filling out the form so it’s done correctly.

  • Step 1: Select payment.
  • Step 2: Fill out your name.
  • Step 3: Enter your rank or grade.
  • Step 4: Enter your Social Security number.
  • Step 5: Select type of payment.
  • Step 6: Enter your permanent duty station mailing address, as well as your email address.
  • Step 7: Enter your daytime telephone number and area code — provide the best number to reach you.
  • Step 8: Enter your travel order/authorization number, which is located on the upper left hand corner of your orders.
  • Step 9: Enter any previous government payments or advances you may have received in the past.
  • Step 10: Enter your unit or organization name.
  • Step 11: Enter all details of your itinerary including dates, places, modes of travel, lodging costs, if there were reasons to stop along the way, and POC miles.
  • Step 12: If driving your own vehicle or paying for vehicle expenses, select “OWN/OPERATE.”
  • Step 13: Select duration of travel.
  • Step 14: Create the reimbursable expenses list (with the supporting documentation added to it).
  • Step 15: Make sure you fill out the dates the expenses happened, the nature of the expenses and the amounts.
  • Step 16: If you are provided with government or deductible meals, fill out those meals, the dates when the meals were provided, as well as the number of meals.
  • Step 17: Sign your name, fill in the date, and fill in the reviewer’s printed name, as well as provide the reviewer’s signature and telephone number (along with the date when the reviewer signed the form).
  • Step 18: This is the part if you want to add any other remarks you may want to make, in order to clarify things on the form. Do not fill in Boxes 10, 12, 13, 18d, 22-28. Select NO for Box 14.

Required Supporting Documents for the PCS Pet Travel Reimbursement Policy

When you would like to receive the reimbursement, there’s supporting documentation to submit with your form:

  • Car rental receipts related to travel orders.
  • Transportation tickets that you purchase during travel orders — this may include airline tickets.
  • Lodging expenses during travel orders.
  • Miscellaneous fees incurred during the journey. These can include conference fees and grouping expenses.
  • If your trip involves several legs of travel, have each leg computed separately so that the entire reimbursement is provided.
  • Remember — not everything is reimbursable. Check to see what items or expenses are reimbursable.

It depends on where you are traveling to. Currently, military pet relocation for PCS doesn’t require you to quarantine your pet if you are traveling within the United States. However, there are countries abroad that may require you to quarantine your pet. It’s best to check with your destination country about the requirements for military pet shipping services.

Is There a Limit on the Number of Pets Military Families Can Own?


There is no limit on the number of pets military families can own. There is a limit on how much the Department of Defense will reimburse you. You can get up to $500 back for one pet within the continental United States and $2000 back for one pet everywhere else in the world.
